Police: Burglar Filled Trash Can

ALTOONA, BLAIR COUNTY - A man is behind bars after police say he stole from an Altoona home.  The break-in allegedly happened Friday morning on the 1200 block of Broadway Avenue.

32-yer-old Philip Richards, from Altoona, is charged with burglary, criminal mischief and other charges after police said they found the victim's garbage can by his home.

Witnesses said they saw Richards dragging the trash can in the alley.  Police believe Richards forced open a back window and  used the garbage can to move the stolen items.
