Jessica Dubbs is originally from Altoona, but now lives in the Susquehanna Valley near York.  Here is what she had to say about this photo:

A Green Heron fishing along the shore of Lake Redman in York County, PA. My husband and I were hiking along one of the many trails there and came upon him. We could see a lot of small fish in the water right in front of him, but he flew away before we got to witness him catch anything.
