Murder Charges Filed After Teen Found Dead

CLARION COUNTY - The Clarion County District Attorney's Office has filed third degree murder charges against 29 year old Shawn Ryan Carr.

Police say Carr killed Brookville native 19 year old Devan Knapp.

Knapp was first reported missing on January 11 and four days later her body was found in her car along Summerville Drive in Millcreek Township.

Through an extensive investigation police developed Carr as their lead suspect.

They say the morning after Knapp went missing she was with Carr when they went to a friend's house and witnesses saw Carr inject Knapp with heroine. Knapp overdosed. After trying to revive her, witnesses say it was apparent she was not breathing.

Carr allegedly put her body in her white Scion and drove to Summerville Drive in Mill Creek Township where he put her body behind the wheel of her car and put a heroin needle on her lap. State Police say he was trying to stage that she overdosed on her own.

A passerby found Knapp in her car on January 15 and the investigation began. Through witness testimony, numerous interviews and cell phone records police found Carr to be the lead suspect.

They say he sent a text message stating "ya, this chick od on me I am keeping her breathing". Witnesses told PSP he did not want to take her to the hospital because he had warrants out for his arrest.

He is in the Armstrong County Jail charged with third degree murder, involuntary manslaughter, drug delivery resulting in death, abuse of a corpse, aggravated assault, possession, delivery, conspiracy, tampering with evidence, reckless endangerment and simple assault.

The Clarion County Law Enforcement team sends their condolences to Knapp's family and friends.

Knapp's mother wants to thank the troopers for their diligence and hard work.

I'm glad they have filed charges. It's sad that so many of our young people are dying because of drugs! More charges and convictions need to happen!!!
