Passed Out Woman Blocks Elk County Road with Vehicle

FOX TOWNSHIP, ELK COUNTY - State Police say early Saturday morning, a woman was found passed out in a vehicle. The car was partially blocking State Route 255 in Fox Township, Elk County. Police say the woman, identified as Kathleen Moran or Ridgway, was passed out behind the wheel. Officers report smelling the strong odor of alcohol on her breath. She was arrested for DUI.

It doesnt matter if the car is in park and not running, if the keys are in the ignition and you are in the drivers seat, your busted.

Uhm, I assume the car was parked and not running? If it was parked why was she charged with DUI? Which means DRIVING Under the Influence. Unless they saw her driving how can they charge her with anything more than public intoxication?
