"It is a violation of PA 63, there is fines and heavy costs involved," said Corporal William J. Link, State Police.
In the state of Pennsylvania if you sell more than four cars a year, you need to have a dealer's license, otherwise it's illegal.
"We call it "Curb-stoning," said John Facciani, Hot Wheels owner. "It's when someone is selling cars without a license."
The Ryan's are accused of buying and selling cars for a cash profit on-line.
"It that title of yours gets in the wrong hands it can come back and bite ya," said Facciani. "People are doing whatever they can to make a quick buck and don't care what they do."
"Ask questions, ask about the history of the car, where it came from and check the title," said Link.
39-year old Ryan now lives in East Taylor Township and has cars listed online (Craigslist) as of Thursday. (10/11/12) The charges are summary offenses but carry up to $1,000 fines per car illegally sold.
