Governor Candidates Promise Legislative Reform

HARRISBURG, PENNSYLVANIA --  Pennsylvania's two gubernatorial candidates say legislative reform is at the top of their political agenda.
  

Republican Tom Corbett and Democrat Onorato put the issue front and center after a special grand jury recommended big changes in the way the state legislature conducts business.
  

Governor Ed Rendell told the "Post-Gazette" setting up a constitutional convention to hammer out legislative reform could become the first order of business once a governor is elected.
