Altoona City Council is back up to full representation now.

Jan Mills took his seat at Wednesday night's meeting.

The retired state employee was seated in a controversial 4-2 vote to serve out the rest of Jason Ibrahim's term. That ends in January 2012.  Ibrahim died unexpectedly at his home in February.

The city's Public Works Department presented their annual review at Wednesday's meeting.
