SHANKSVILLE, SOMERSET COUNTY --  The Pennsylvania Department of Transportation has designed a highway to take visitors to the Flight 93 memorial in rural Shanksville.

The 2.3 mile highway off Route 30 is scheduled for completion by July 2011, before the planned opening of the memorial on the 10th anniversary of the 9-11 terrorist attacks.

PennDOT will fund construction, while the National Park Service will put out bids and select the contractor to build the roadway.

Flight 93 crashed on September 11th, 2001, after passengers tried to fight hijackers for control of the plane.
