  • Johnstown Budget Talks

    JOHNSTOWN, CAMBRIA COUNTY --- After learning the city of Johnstown is nearly $5 million in debt, members of city council have begun work to produce a balanced budget for 2009.

    On Friday, City Manager Curt Davis introduced his proposed budget.  It includes taking out a  $6 million dollar unfunded debt loan and eliminating more than a dozen jobs to cover the deficit.

    Thursday afternoon Davis sat down with members of city council along with the city's financial director. 

    Embers of council listened to Davis’ proposal, but introduced a new suggestion.  They propose using the city’s $4.8 million currently in a savings “lockbox” to cover the debt. 

    Councilman Jack Williams said he is in favor of tapping into the savings.  He told Davis taking out a loan would only create  more debt while trying to balance future budgets. 

    "It’s unfair to the next, future councils and taxpayers to saddle with a long term debt to make up for one or two years of bad budgeting or whatever you want to call it," Williams said.

    Davis is expected to present a resolution on the loan at next Wednesday’s city council meeting. Council plans on meeting several more times to produce a balanced budget.
